Origin of the Organization

In times when the criminal world is increasingly ruthless and brutal, eliminating without hesitation those who surrender without a fight, when robberies of post offices and banks are commonplace, and the prospect of facing the ruthlessness of terror seems quite real, it becomes necessary to seek new training methods in extreme situations. The analysis of situations indicated the need to develop training methods, including in the field of aggression psychology, consistent with appropriate tactics and intervention techniques. Recognizing the importance of this fact, in 1992 the first training was conducted for the needs of the Police Training Center in Legionowo in the field of tactics and intervention techniques and for the training staff – with the participation of foreign instructors from Austria and Germany – in the field of a new system – combat jiu-jitsu.

In order to systematically develop the idea of security and the fight against crime, in 1994, at the initiative of General Marek Papała and Col. Dr. Zdzisław Ciopiński, the official Polish Association of Instructors and Trainers of Protective Formations IP SYSTEM was established at the Police Training Center.

It was our training team that trained the staff of the Tactics and Intervention Techniques Department at the CSP in Legionowo and developed by 1995 the technical and substantive scope of the program of intervention techniques and overpowering for the Police and City Guards (based on an agreement with the CSP Command) and with the consent of UKFiT and positive opinions and assistance of all services, conducted the first and only course in the country “Instructor of Protection Tactics” (12 graduates received state qualifications) and “Instructor of Tactics and Intervention Techniques” with state qualifications for training in the use of the “Tonfa” baton.

The Polish Association of Instructors and Trainers of Protective Formations “IP.SYSTEM” was established at the initiative of specialists from the Ministry of National Defence, Ministry of Internal Affairs and Administration, members of the Polish Criminalistic Society, civilian instructors and trainers of the Polish Karate Association and the Polish JU-JITSU Association. As an organizational structure, the form of an association was adopted – in accordance with the guidelines of the Act of April 7, 1989, the Law on Associations (Journal of Laws 2001 No. 79, item 855). The members of the Association are instructors-trainers with state qualifications, specialists from the Ministry of National Defence, Ministry of Internal Affairs and Administration, former trainers of special units, academic lecturers, and members of other associations with a similar profile. Initially based in Bielsko-Biała, now in Warsaw. It brings together 82 trainers and instructors across the country, with a representative of the organization in almost every provincial city.

Our organization’s members are people associated with the broadly understood field of security: instructors-trainers with state qualifications, specialists from the Ministry of National Defence, Ministry of Internal Affairs and Administration, former trainers of special units of the Ministry of National Defence, academic lecturers, members of other associations with a similar profile. As part of our statutory activities, numerous thematic commissions gathering specialists in given issues have been established over the years.

Council of Martial Sports Trainers

We are happy to support all initiatives, not only sports but primarily those related to
broadly defined security, cooperating with martial sports clubs and a wide range of
trainers across the country.
We undertake cooperation with local governments and are determined to make available our
teams of specialists with their decades of training experience for the most difficult
topics related to the security of particularly threatened groups, business,
youth and children.
We conduct joint workshops and courses to improve martial sports instructors in the field of military applications, safety, and personal protection.

We offer you a training program tested in many government and local institutions in the field of counter-terrorism prevention and violence prevention. The program scope includes elements of psychology of aggression and manipulation in critical situations, enriched with tactics and techniques of self-defense and cooperation with legal order agencies.
